Forum Structure Revamped

Site reconstruct to more simpler, rearrange forums into right categories.

Changes:
- Remove "Events" Forum
- Remove "Galing Pinoy" Forum
- Remove "Gadgets" Forum and all topics are moved to "Technology" Forum
- Remove "Gallery" Category and distribute sub-forums into individual forums (2D,3D,Photography)
- Remove "Videos" Category and topics are moved to "Animation" Forum
- Remove "Flash" Forum
- Remove "Other Languages"
- Remove "Writings" Forum
- Remove "General Competitions"
- Remove "Resources"
- Change "News & Information" to "Information"
- Change "Technicals/Hardware" to much simpler "Hardware"
- Change "Gallery" to "GFX Zone"
- Change "Web Layouts & Designs" to "Web Designs
- Change "Tutorials" to "Tuts"
- Change "Story" to "Story Board"
- Added "Hall of Fame" for awarding best members
- Added "Misc" Forum in the "Tuts" Category
- Added "Competitions" Category
- Added "Library (Archives)"

Changes that Only Admin/Mods are able to write/create topics in these following:
- Information
- Archives

Some topics are not deleted but they are moved at the Archives.
If you have an idea or want to add a new forum just make a topic in the "Feedback" Forum.
